The City of Paris has a lot of bike rentals but also city policies for bike sharing, electric car sharing and most interesting for Edinburgh with its hills, the city pays half of the retail cost of battery power assisted bicycles when purchased by a registered inhabitant/citizen of Paris. The environmental policies of Paris are not called "sustainable" but "durable", which is an interesting nuance.

If you really want to get more people cycling to work, then there is a need for (see http://www.kimharding.net/blog/?p=459) secure cycle parking and safer streets. How about 20 mph speed limit in all built up areas.
